Well, We do need to look to the precedent - first century christians:
Christians HELP OTHERS TO RECEIVE HOLY SPIRIT:
Acts 2:37 Now when they heard this they were stabbed to the heart, and they said to Peter and the rest of the apostles: “Men, brothers, what shall we do?” 38 Peter [said] to them: “Repent, and let each one of YOU be baptized+ in the name+ of Jesus Christ for forgiveness+ of YOUR sins, and YOU will receive the free gift of the holy spirit. 39 For the promise+ is to YOU and to YOUR children and to all those afar off,+ just as many as Jehovah* our God may call to him.”

The work that Christians there in the spring, in the first century, played, was to help people of all nations to become "anointed of God" , or Christians: Help people to receive the promised holy spirit of God . (Acts 2:38)
It is what Jesus himself had promised to his followers:

Holy Spirit is granted to those who REALLY SEEK IT, REALLY ASK, REALLY KNOCK - Luke 11:9-13
It has "stages" in the "process":
Ephesians 1:13 But YOU also hoped in him after YOU heard the word of truth, the good news about YOUR salvation.+ By means of him also, after YOU believed,* YOU were sealed with the promised holy spirit,+
Stages:
1) YOU heard the word of truth, - the good news - THE TRUE GOOD NEWS
2) YOU also hoped
3) YOU believed,
4) YOU were sealed with the promised holy spirit
FIRST is to know THE TRUTH, the authentic GOOD NEWS - "YOU heard the word of truth"
Acts 5:32 "the holy spirit, which God has given to those obeying him as ruler.”
Whenever men OBEY men (Governing Body) holy spirit will be restrained.
Luke 11:9 Accordingly I say to YOU, Keep on asking,+ and it will be given YOU; keep on seeking,+ and YOU will find; keep on knocking, and it will be opened to YOU. 10 For everyone asking receives,+ and everyone seeking finds, and to everyone knocking it will be opened. 11 Indeed, which father is there among YOU who, if his son+ asks for a fish, will perhaps hand him a serpent instead of a fish? 12 Or if he also asks for an egg, will hand him a scorpion? 13 Therefore, if YOU, although being wicked, know how to give good gifts to YOUR children,+ how much more so will the Father in heaven give holy spirit+ to those asking him!”
